Granbury council fills board vacancies amid ethics conflict over spouse of applicant

The Granbury City Council on Feb. 17 appointed members to several city boards and commissions and addressed a potential conflict of interest tied to overlapping applications.
Councilmember Gargan moved to appoint Randy Emerson to the Building Standards, Plumbing Adjustments and Board of Appeals; the motion was seconded and approved by voice vote.
During discussion of the Charter Review Commission, council members said the city must reach the commission’s required membership. One councilmember argued the council "has to have charter review" and described it as a legal obligation. The council appointed three applicants — Ronnie Hurd, Terry Lubin and Paul Parker — to fill available seats on the Charter Review Commission.
A potential conflict arose over applicant Darla Lubin: council members noted that appointing her to the Ethics Commission could preclude her husband from serving on Charter Review under the ordinance as written. A councilmember whose husband is Paul Parker stated she would remove herself (recuse) from votes related to that appointment.
The council also moved to appoint Louis James to the Ethics Commission where vacancies remain, and it appointed Dwayne Opela as a regular member and Terry Lubin as an alternate to the Zoning Board of Adjustment.
Several council members urged more community outreach to fill remaining vacancies and noted additional potential applicants (John Dowling and Steve Fortner) for future meetings.
All listed appointments were approved by council voice vote during the deliberation portion of the meeting.
