Board tables DLA/Bergland memorandum on Central campus roof and masonry work, asks for fee and scope details

The Lockport Township High School District 205 board reviewed an updated estimate and memorandum of understanding with DLA Architects and construction manager Bergland for phased work at the Central campus, including roof replacement in a priority zone, electrical supply upgrades and heavy masonry/tuckpointing.
Construction manager representatives explained the project would replace portions of the roof that had not been fully removed since 1980, protect recently installed ceilings beneath those areas, and include masonry parapet work and exterior tuckpointing. A revised trade-cost total and a set of allowances for unknown conditions were provided as part of the packet.
Trustees pressed for clarity on fees and scope. One trustee noted the architect’s fee in the packet amounted to “about 9%” and asked for backup; meeting discussion cited a DLA cost figure of approximately $558,000 on the packet. "I just want more information and backup for that," said a trustee who pressed for a clearer justification of the percentage and a breakdown of what DLA will and will not provide under the MOU.
Construction managers defended the schedule and said they expect to have bid-ready construction documents by Feb. 21 so the district can issue a two-week bid package and present results to the board for approval at a targeted March 17 meeting. Trustees and construction managers said ordering roof materials early is important to avoid summer backlogs.
Given outstanding questions about the architect fee, trustee questions about which scope items were excluded or included, and the desire for an explicit scope/fee breakdown, the board voted to table the memorandum of understanding with DLA and asked staff to convene a short special meeting (options discussed: Friday afternoon or the following Monday) to review supplemental documentation and keep the overall timeline intact.
The board’s tabling preserves the target schedule while directing staff and DLA to provide more detailed documentation about fees, bid packages and exact scope before formal authorization.
