The Lockport Township High School District 205 Board of Education approved masonry Bid Package 6 at its meeting, awarding the contract for exterior-envelope work at Central High School to Berglund Construction for a low bid of $3,150,000.
Board members asked detailed questions about the bidding process and whether Berglund’s status as construction manager, with a clause allowing self-performance, created any fairness concerns. A district representative said bid documents and specifications were publicly posted and that DLA, the district’s architect, conducted the bid opening to preserve impartiality.
A contractor representative summarized the financials of the solicitation: “The estimate was about $3,286,000, and the low bid was Berglund at $3,150,000,” and said two other bidders submitted bids in the roughly $3.5 million and $5.2 million ranges. District staff and the contractor described phasing and shoring plans to protect structural integrity while work proceeds.
District staff told the board roof and masonry work will be phased to maintain structural stability and that field crews plan to begin materials procurement and submittal reviews immediately, with on-site work anticipated to start around June 2. The presenters said measures such as needle beams and interior/exterior scaffolding will be used to support the roof during lintel removal and masonry repairs.
After the presentation and questions, the board moved and seconded the bid approval and recorded a roll-call vote; the motion passed unanimously.
