Springfield SD 186 approves consent items, a $30M line of credit, farm lease and facility contracts

The Springfield School District 186 Board of Education approved several resolutions and routine items during its Feb. 17 meeting, recording roll-call votes on consent items, personnel recommendations and facility funding requests.

Consent agenda: The board approved consent action items 12.2–12.7 by roll call (seven aye votes). Items included routine purchases and program updates; staff highlighted a requested increase to the weekly tuition rate for the district’s SummerScope program from $1.55 to $1.65 per week (transcript figures) and said the change aligns the program with childcare assistance guidelines; staff also noted an in-kind donation of $10,000 from the Springfield Public Schools Foundation to support field trips.

Personnel: The superintendent recommended adoption of personnel recommendations (item 13.1); the board approved the personnel motions by roll call (seven ayes).

Farm lease: The board authorized a one-year farm lease with Kane Family Farms for approximately 40 acres of district-owned farm property on Cokie Mill Road, running 03/01/2026–02/28/2027, at a cash rental rate of $300 per acre, producing $12,000 in projected revenue; motion passed on roll call (seven ayes).

Bank line of credit: The board approved a resolution to establish a line of credit with Bank of Springfield for $30,000,000 at an interest rate of 5.02% for the term 03/15/2026–06/30/2026, citing temporary cash-flow needs for payroll and accounts payable; staff advised payroll is roughly $7,000,000 per pay period and expected to use the line in March/April with repayment after June property-tax receipts. The motion passed on roll call (seven ayes).

Health life-safety and facilities: The board accepted an amended certified estimate for Southeast roof replacement work with an approximate cost of $3,651,000 for 2026 (roof membrane, insulation, sheet metal, accessories) and approved associated contract authority by roll call (seven ayes). Staff also discussed planned work on Graham Elementary floors, a new elevator at Lawrence, and other roof projects.

Student discipline and policies: The board approved recommended student-discipline actions (item 13.6), including expulsions for a ninth-grade Southeast High School student and a sixth-grade Grant Middle School student for the remainder of specified terms; the board also approved revisions to board policies (item 13.5). Motions passed on roll call (seven ayes).
