Staff concluded the application was complete and consistent with the town's comprehensive plan and the 2018 Northeast area plan.
Attorney Tom Terrell, representing developer 4 Star and citing McAdams engineering work, said the project aligns with the town's adopted growth vision, noted it's a concept plan not a site plan and emphasized that the applicants were prepared to accept a unit cap (for example, 99 units) if council wished to impose one.
