Robinson read the proposed ballot question on the record during the meeting before a roll-call vote that passed 18-0.
County staff said the suggested language is a value statement and not a spending mandate. Staff noted Leon County lready funds programs to expand care: county officials told the committee the county has invested in a CareNet program and partners that deliver primary care, dental, mental health and pharmaceutical services using more than $1.8 million in local tax revenues annually and that the county has leveraged additional state and federal funds in recent years.
Several committee members had sought sharper language to reflect the committee irection from earlier meetings, pressing staff to ensure the preamble text reflected a commitment to access to primary care specifically. The county attorney told the committee the preamble s drafted is a value statement and would not by itself bar the county from seeking state or federal funds, though precise wording matters and could have downstream implications under changing state and federal rules.
The committee had earlier voted to table the item to allow more precise drafting; after a short recess staff presented the refined ballot text and the committee approved sending the item to the county commission for consideration and possible placement on a ballot question.
Next steps: the Board of County Commissioners will receive the committee ction and decide whether to place the preamble amendment on the ballot. The committee advised members to attend the March 10 county commission meeting when staff will present the recommendations.
