Charlotte County board upholds $1,000 citation for unlicensed roofer

The Charlotte County Construction Industry Licensing Board voted June 5 to uphold a $1,000 citation against contractor Jefferson Freire, who was cited for performing roofing work without a Florida roofing license.
Darryl Dillo, a Charlotte County contractor-licensing investigator, told the board officers found an unmarked work truck and individuals working on a roof at 25347 Piorta Drive in Port Charlotte on April 29, 2025. "Mister Fryre identified himself as the owner of Pro Express Roofing and Construction, LLC," Dillo said, and he told investigators he was working under a subcontract from ProFormance Roofing. Dillo said county and state records did not show a roofing license for Freire or for Pro Express, which led to a citation for performing work without a license and a violation of Charlotte County code section 3-2-6(a) and Florida statute cited in the file. "The violation carries [a] $1,000 penalty," Dillo said.
Freire appeared before the board to contest the citation and said he was unaware he needed a license for the work. "I did not know," he told the board. He said he had dissolved the company and was taking steps to obtain a license, including scheduling an exam.
Board members asked whether the company Freire said contracted the work — ProFormance Roofing — held a license; Dillo said ProFormance Roofing was licensed but investigators had opened a separate citation for that company and had not received a response. After discussion and public testimony, the board voted to close the public portion and then to uphold the county citation.
The board's action leaves in place the county citation and the option to forward related case materials to the Florida Department of Business and Professional Regulation (DBPR) if further state action is warranted. Staff advised Freire on how to pay or appeal the citation and on steps to obtain the appropriate license.
The board recessed its public hearing on discipline matters and moved to other agenda items at the conclusion of the vote.
