Gordon Berger, director of budget and administrative services, said estimates change as site visits and FEMA scope development proceed, but he provided current figures for Ian: approximately $75 million has been obligated by FEMA for Ian (initial debris contractor obligations) and the county has received about $57 million of that. Berger said the county is carrying roughly $95 million of outlays across storms while reimbursable claims and insurance supplements are processed. He noted a broader total FEMA claims expectation of about $132 million for Ian at one point in the process but said early internal tallies were refined downward as scopes were reviewed with consultants and FEMA.
Commissioners said they need a single spreadsheet listing each storm, the county’s cash outlays, amounts FEMA has officially obligated, FEMA payments received to date, outstanding insurance supplemental claims (staff noted there are roughly 200 supplemental insurance claims under review, totaling about $200M across events) and the remaining cash exposure. Several commissioners emphasized that understanding current cash‑flow and the portion of funds with firm FEMA obligations is the priority for near‑term decisions about using county reserves to proceed with recovery work.
Staff commitments: provide a compiled spreadsheet and a clear cash‑flow and risk summary by storm, and separate insurance supplemental claim status; return with those materials so the board can weigh further recoveries and potential use of reserve funds.
