John Elias briefed the board on Charlotte Harbor CRA projects (Melbourne Street multi‑use path: design ~90% with construction forecasted 2026 and budget $3.952M; Parmley Street widening—design work complete but construction on hold for funding; Bayshore Live Oak Park hardening, budget $1.648M). For Parkside CRA he reviewed completed projects such as Lake Betty Park and Maguire Park and the ongoing master‑planning work for the Cultural Center and library replacement (project costs discussed in the $59–65M range); Murdoch Village status included phased land sales and development plans and a note that final land sale close was forecast for October 2025.
Commissioners repeatedly asked for: (1) a breakdown of TIF revenues and projected out‑years for each CRA, (2) a tally of remaining projects and outstanding obligations, and (3) a plan for whether any CRA should be updated or sun‑set once projects are complete. Commissioner Doherty asked that the board schedule a focused CRA workshop in the fall to prioritize remaining projects and determine sunset timing.
Staff commitments: provide TIF schedules showing current receipts, outstanding debt (a capital projects fund debt of about $72M was discussed), and a project‑by‑project tally of remaining costs so the board can discuss whether to update master plans or begin sunset steps. Elias and Gordon Berger said they will return with the requested cash‑flow information and a proposal for a fall CRA workshop.
