City staff explained the policy change is intended to address cases in which an employee who previously transferred sick leave into TCRS later returns to city service and requests reinstatement. "When someone leaves, if they are invested in TCRS and sick leave adds, they'll have all their books. ... This is a process that we haven't done in the past. We just didn't have a policy in place," staff member Grady told the commission, citing a recent police officer who retired, returned, and asked for reinstatement.
