Summary

City of Oxnard Fleet Services staff recommended the City Council approve Agreement 32600325 with Auto Body International Inc. for on-call light- and medium-duty paint and body services, not to exceed $1,500,000, covering an initial year beginning 03/23/2026 with up to four one-year extensions to 03/22/2031.

Jose Arriola, fleet services manager for the City of Oxnard, told the Public Works and Transportation Committee on Feb. 24 that staff recommends the City Council approve Agreement 32600325 with Auto Body International Inc. for on-call light- and medium-duty paint and body services.

Arriola said the proposed contract would be for an initial term from March 23, 2026, to March 22, 2027, with four consecutive one-year extension options that could extend the agreement through March 22, 2031, and a not-to-exceed total of $1,500,000 if all extensions are exercised. "The total cost for this agreement with Auto Body International shall not exceed $1,500,000 through 03/22/2031 if extended all 4 years," he said.

The recommendation is driven by the scale and needs of the city's fleet, Arriola said. "The fleet services division ... is responsible for maintaining and repairing the city's fleet, which includes 983 vehicles and pieces of equipment valued at more than $60,000,000 as of 01/05/2026," he said. He told the committee that the in-house fleet shop lacks specialized equipment such as a frame rack and a permitted spray booth and that staff do not have specialized training for body and paint work performed only intermittently.

Staff said the fleet averages approximately 53 light- and medium-duty body repairs annually and that Auto Body International Inc. has been providing those services to the city for the past three years. Arriola reported that the current city agreement, initially approved March 21, 2023, had an original not-to-exceed amount of $375,000 that was amended on March 4, 2025, to $825,000; expenditures under that agreement totaled $524,152.93 as of Jan. 29, 2026.

On procurement, Arriola said Purchasing released request for bid RFB 26-46 on Nov. 26, 2025, with a closing date of Jan. 5, 2026. Seven vendors were directly notified; four bids were received and tabulated as aggregated hourly-rate totals for a single service across vehicle types: Auto Body International Inc. ($4,266), Commercial Auto Body and Paint ($5,775), National Auto Body and Paint ($5,914.44), and A1 Truck and Equipment ($7,641). "As a result of the RFP, the city determined Auto Body International Inc. to be the lowest responsive bidder," Arriola said. He also noted the company is located in Oxnard and meets required city contractual provisions, including possession of a city tax certificate and insurance certificates.

Staff recommended the City Council award the new agreement to Auto Body International Inc. Arriola said there are sufficient funds in the Fleet Services Fund for fiscal year 2025–26 and that subsequent fiscal year funding will be requested through the annual budget process.

The committee was given the staff presentation and recommendation during the Feb. 24 meeting; Arriola concluded the presentation by thanking the committee. The recommendation will move forward to the City Council for final approval and authorization, per the staff request.
