Oxnard City staff asks council to authorize donation of five vintage gateway signs via sweepstakes

Project manager Samantha Shapiro of the City Manager's Office presented a plan to the City Council to donate five surplus wooden gateway signs through a Wooden Gateway Sweepstakes Program and asked the council to authorize the Purchasing Agent to carry out the donations.
"Today I am presenting the Wooden Gateway Signs Sweepstakes Program," Shapiro said, outlining staff's recommendation that the city offer the signs for public display through a random drawing. Shapiro told the council the plan is intended to keep the signs in publicly visible locations rather than sell or scrap them.
Shapiro told the council the request is governed by local code: Oxnard City Code section 4-5-4 requires council authorization for the sale or disposal of surplus equipment above the $500 threshold, and staff is seeking that authorization to proceed with the sweepstakes. "In the interest of having Oxnard's old wooden gateway signs displayed in a publicly visible location, staff recommends donating the surplus signs via the Wooden Gateway sweepstakes program," she said.
Staff provided the eligibility rules and schedule. "Sweepstakes entries will be accepted beginning on Thursday, March 5 at 9AM and ending on Thursday, March 26 at 6PM," Shapiro said. Entries must be submitted online at oxnard.gov/gatewaysweepstakes; incomplete entries will not be accepted. Shapiro said winners will be selected randomly from eligible entries by the Purchasing Manager using the Wheel of Names Random Name Picker.
There are five signs available. Staff described the first two signs as approximately 10 feet by 6 feet and weighing about 250 pounds each; the third sign is about 12 feet by 7 feet and weighs about 300 pounds. The fourth and fifth signs are approximately 7 feet by 3 feet and weigh around 100 pounds each.
The program includes standard restrictions: applicants must be at least 18 years old, able to display the sign in a high-visibility, publicly accessible location, and demonstrate the ability to maintain the sign. Current City of Oxnard employees, city council members, members of city boards, committees or commissions (and their immediate family members or household members) are ineligible.
Shapiro recommended the council authorize the Purchasing Agent to donate the five surplus wooden gateway signs in accordance with the sweepstakes guidelines. She also said winners would be announced during the April 7, 2026, City Council meeting and that staff would be available at that meeting to answer questions.
If the council authorizes the action, staff said they will administer the online entry process and conduct the random selection as described. If the council does not authorize disposal, the signs would remain surplus in city inventory pending further direction.
