The Hillsborough County Board of County Commissioners approved several consent items and public hearings on Aug. 20 that affect transportation and assessments.
Josh Belotti presented three public hearings: D1 (HEART CIP FY2026–2030), where the board appropriated up to $56,054.10 in transportation impact fees over five years for eligible capital projects and approved the CIP list (7–0); D2 (stormwater non‑ad valorem assessment rates) where staff recommended no rate increases and the board adopted the resolution for calendar year 2025 (7–0); and D3 (street‑lighting assessment rates) where the county updated rates for nearly 800 street‑lighting districts based on refined cost‑of‑service mapping; the board adopted the revised assessments (7–0) after public comment about individual increases.
Separately, management budget staff presented item B3: authorization of authorizing and supplemental resolutions to issue up to $55 million in capital improvement non‑ad valorem refunding revenue bonds (Series 2025) to refund Series 2015 community services tax revenue bonds; projected net present value savings were about $2.4 million. The board approved the related delegations and documents (7–0).
Why it matters: these votes update multi‑year capital plans, keep stormwater rates flat for 2025, rebalance street‑lighting assessments based on service costs and allow the county to refinance prior debt for budgetary savings.
