Hillsborough County commissioners received presentations on a slate of Land Development Code (LDC) text amendments and completed votes on several privately initiated comprehensive plan and map amendments that expand the urban service boundary.
Development Services staff introduced multiple LDC text amendments affecting topics including outdoor storage of recreational vehicles and boats (LDC 205‑399), recognition of nonconforming lots (LDC 205‑4100), rules for concurrent rezoning and plan amendments, clarification of maximum building height measurement to match the Florida Building Code, and administrative modifications for plan development approvals. The staff presentation closed with a reminder that adoption public hearings on the LDC amendments are scheduled for May 8, 2025.
Separately, the board approved a set of privately initiated comprehensive plan/map amendments to expand the urban service boundary (HCCPA 24‑35/36 and HCCPA 24‑37/38), converting multiple parcels from Residential Plan 2 to Residential Plan 4; the board recorded unanimous votes (7–0) on those items. The board also approved deletion of a planned and environmental community policy (HCCPA 24‑32) by a 7–0 vote.
Commissioners and staff noted typical next steps: developers must submit PD and rezoning applications where applicable, transportation and infrastructure needs will be examined during PD and permitting reviews, and agency technical comments from the state (Department of Commerce) about water/sewer connectivity will be addressed in the permitting process.
Next steps: LDC amendments proceed to the May 8 adoption hearing; developers pursuing rezoning or PD approvals must comply with standard county review, impact‑fee and engineering requirements.
