State Fiscal Accountability Authority seeks 24 FTEs and nearly $3 million to modernize procurement; flags web procurement project delay

Mr. Glass Piazza, representing the State Fiscal Accountability Authority, told the subcommittee the agency is pursuing a package of procurement-related requests intended to streamline solicitation and contract administration statewide and to bolster auditing and compliance.
The priority package includes recurring funding (just under $3,000,000) and a request for 24 FTEs to establish functions the division lacks today: a contract-administration unit, expanded procurement training, enhanced audit coverage on a three-year cycle and an AI tool ($152,000) to help with compliance and auditing tasks.
Piazza described the South County Pro web-based procurement system, which is being integrated with the state's SKIS financial system, and said the project will require a timeline extension; final cost requests will follow after the Department of Administration confirms SKIS support.
During questioning, members asked how many procurement protests or appeals progress to the procurement review panel. SFAA staff estimated about 20–24 appeals in a year and offered to confirm that figure and return the verified number to the committee.
Piazza said some requests are for authorization increases only, not additional spending, and he invited follow-up questions on details and timelines for the system integration.
No formal action was taken at the hearing; SFAA staff agreed to provide any follow-up data members requested.
