The Selma City Council on Feb. 17 introduced Ordinance 2026-02, which would amend the Selma Municipal Code to create a 21-day expedited special-event permit pathway for low-impact, small downtown events.
City manager explained the change is intended to provide administrative flexibility for small events that do not require extensive street closures or large public-safety mobilization while preserving the 90-day rule for major events and a 45-day discretionary pathway for mid-sized events. Staff said the 21-day window aligns with practice in other Central Valley cities and still includes public-safety review.
Council members and business advocates said the shorter pathway will help local businesses host pop-up mixers, small storefront events and other modest promotions that previously faced an onerous 45-day timeline. Staff emphasized that event requests should still be submitted as early as possible to avoid conflicts and to ensure safety reviews can be completed.
The council voted to waive the reading of the ordinance at first introduction and directed staff to complete the public-notice phase and return the ordinance for final consideration at a subsequent meeting.
