Votes at a glance: Rowan County Commissioners' Feb. 16 special meeting

At its Feb. 16 special meeting, the Rowan County Board of Commissioners recorded the following formal actions (voice votes unless otherwise noted):

- Adopted resolution to proceed with issuance of up to $45,000,000 in voter‑approved general obligation community college bonds (authorizes staff to move forward with the financing schedule). (See main article on GO bond.)

- Approved a TEFRA/public hearing resolution and authorized issuance of Public Finance Authority education revenue bonds for North Hills Christian School not to exceed $18,000,000 (county holds a procedural public hearing; no county liability).

- Approved a level 1 economic development grant for Project Paddock under the county incentive policy (grant as reimbursement equal to 40% of incremental property tax revenue over five years).

- Authorized staff to solicit bids for the Ag Storage Center at the Rowan Community Center (base 3,000 sq ft building with alternates for an additional bay and skylights).

- Approved multiple board and commission appointments and resignations across volunteer fire departments, the Historic Landmarks Commission, Rowan EDC recommended nominees, the local emergency planning committee, transit and hazmat coordinator seats, and town planning board ETJ seats.

- Amended Ag Advisory Board membership to add two ex officio (non‑voting) commissioner seats and temporarily appointed commissioners to serve until permanent appointments are made.

- Approved a negotiated buyback deed and appropriated $5,000 for the Cornauer property adjacent to the airport (final deed approval).

- Increased the county’s contract authorization with Womble Bond Dickinson from $80,000 to $140,000 and authorized the finance director to use fund balance to pay the difference.
