County presses Moseley Homestead trust for visitation plan and faster submittal before considering capital funding

Hillsborough County staff presented a status report Dec. 17 on the Moseley Homestead, a roughly 15-acre historic site dating to 1886. Facilities Management described preservation work performed to date (including prior county and state funds), outstanding covenants (a 140-page preservation/conservation covenant) and a trust request to change project scope away from a full community center toward two low-impact capital structures (an eco center and a creative studio).
Staff said preservation expenditures to date total several hundred thousand dollars and noted the trust has requested county match funding to leverage state funds; before approving additional capital financing staff asked the Timberly Trust to provide an updated business plan and a visitation plan. Commissioners moved to require a plan submittal in a shortened timeframe (roughly 90 days) to keep the project on schedule while preserving the site's conservation requirements.
The trust's representatives (Mark Proctor, Lori Collins) told the board they have prioritized preservation, professional studies and careful planning and that the change in scope is designed to reduce site impacts while allowing programming and volunteer staffing. The board agreed to the 90-day submittal timeline and to assist the trust with pre-permitting meetings and use of the county's historic preservation challenge grant program for smaller, phased grants.
Next steps: the trust will provide the requested business and visitation plans within the requested timeframe; staff will help coordinate pre-permitting and return with any formal requests for capital funding or covenants changes.
