Marin County has proposed a facilitated stakeholder process to shape Phase 2 of the Caltrans Tiburon Boulevard project (State Route 131 from the US-101 interchange to downtown Tiburon). The county's letter and staff report, presented to the Tiburon Town Council on Feb. 18, called for a facilitator to coordinate task force meetings, document stakeholder input and prepare a summary report for Caltrans.
County staff told the council the facilitator's cost is estimated between $100,000 and $150,000 and would be shared among participating stakeholders "based on a mutual agreement." Council members asked whether Caltrans had been asked to pay, whether Belvedere or other agencies would be expected to contribute, how many Tiburon representatives would sit on a task force and whether Transportation Authority of Marin (TAM) or Caltrans would play engineering or funding roles.
Public commenter Sana Thomas urged the town to request low-embodied-carbon concrete and to encourage bidders for future repaving to adopt low-carbon standards already used by Marin County. Staff and council said they would capture that feedback and ask follow-up questions of the county.
Council members indicated a consensus to express interest in participating in the proposed convening but repeatedly requested more detail on the proposed budget breakdown, representation on the task force, the number and location of community meetings in Tiburon, and whether Caltrans would provide its own outreach. Staff said the county asked for feedback by Feb. 25 and that the town will collect questions and return the item for further consideration before any commitment of funds.
No formal authorization to spend funds was taken at the meeting; staff will compile council questions, seek answers from county staff and report back at a later meeting.
