Council introduces downtown parking permit changes to allow all-day courtesy passes

City planning manager Joe Wall told the Klamath Falls City Council on Feb. 2 that staff recommend amending downtown parking code to change courtesy parking permits from a four-hour limit to all-day passes and to print business names and numbers on the permits. "As it stands right now it's a 4 hour limit," Wall said, and staff "thought it made most sense to basically emulate the all day parking for courtesy parking passes as well."
Wall said the change is intended to support downtown businesses and reduce misuse of courtesy permits, noting examples such as photocopied permits and employees using visitor passes. He said the Downtown Parking Advisory Committee reviewed the proposal in January and unanimously supported it. Wall also described a new distribution plan where businesses could request numbered, business-specific permits.
The council opened the public hearing, heard no speakers, closed the hearing and voted to introduce the ordinance for first reading by title only. No final adoption occurred at this meeting; the ordinance was formally introduced and will return for subsequent reading(s).
