Roanoke City Council on Feb. 17 adopted a resolution officially recognizing Timothy R. Spencer for his service as city attorney and presented him with a commemorative plaque and the key to the city.
The resolution, read in full during the meeting, noted Spencer’s service as city attorney from Oct. 2020 through Feb. 2026 and his prior tenure in the city attorney’s office dating to 2004. The document records Spencer’s leadership roles with statewide professional organizations and cites more than 22 years of local service. Council moved and seconded the resolution and adopted it by roll call.
Spencer, who addressed the council after the resolution was presented, said he was proudest of ‘‘the office and the culture that we’ve been able to develop’’ and described the collaborative environment he sought to build. He told the council he was ‘‘most proud’’ of the selection of Laura Carini as the next city attorney.
Council members offered brief tributes, recalling Spencer’s legal work for Roanoke City Schools and the city’s first-responder departments and thanking him for his counsel. The mayor presented an attested copy of the resolution, a signed plaque and the key to the city as tokens of appreciation.
The resolution sets Spencer’s retirement effective March 1, 2026. The council did not take other personnel votes tied to the transition during the meeting.
