Lakeville adopts short-term rental rules, sets $100 permit fee

The Lakeville City Council voted to add a centralized short-term rental chapter to the city code and to amend the zoning ordinance to remove room-renting language in residential districts.
Community Development Director Tina Goodroad told the council the ordinance will be added to Title 9 (building regulations) and will include an annual permit, occupancy standards, parking and management requirements, enforcement language, and a cap of “a maximum of 2 short term rental permits per person and entity.” Goodroad said the requirement and application process will be posted on the city website and follow the rollout used for the city’s rental-registration program.
On definitions, Goodroad clarified that short-term rentals are “anything 31 days or less,” distinguishing them from long-term rentals that remain covered by the city’s rental-registration ordinance. During the discussion council members asked about enforcement and homeowner performance standards; Goodroad said staff will craft an easy-to-follow application and enforcement framework.
The council then approved an ordinance amending Titles 9 and 11 (motion by Council member Romel; second recorded) and subsequently approved a resolution to amend the 2026 fee schedule to include a $100 application fee and a $50 renewal fee for short-term rental permits (motion by Councilor Walter; second recorded). Both measures took effect immediately as adopted.
The council and staff noted the city will publish application instructions online and that staff will monitor compliance and enforcement needs as the program rolls out.
