Council narrows mandatory language, approves Municipal Commons resolution after split vote

Another council member said they had opposed the building purchase previously but would vote for the resolution because of the financial investment already made. The interim city manager summarized project costs, saying the total project cost is approximately $21.5 million and describing about $9.2 million as the purchase price with the remainder allocated to rehabilitation work.
After debate the main resolution passed 4-2; Mayor Roland and Council member Fears recorded "no" votes. Council did not adopt additional binding changes beyond the amended language; discussion focused on municipal presence, cost and flexibility for boards and commissions.
The amendment and final vote were recorded on the Nov. 3 council agenda; the resolution will be implemented according to the amended language and existing city procedures.
