City staff described the package this way: the city will enter the agreement with Union Pacific and pay the crossing construction costs up‑front; Cargo Largo will reimburse the city for those costs (staff cited a figure of roughly $881,000 for the crossing work). The Nolan Road Community Improvement District (CID) will reimburse the city for the right‑of‑entry permit fee and will assume payment of a maintenance agreement (roughly $25,000 annually) starting three years after passage; if maintenance costs exceed the budgeted amount in future years, the CID would cover the overage.
Council member Vaught moved approval of the three related items. Council voted to approve item 3 (CID agreement), item 4 (city entering agreement with Union Pacific and fronting funds) and item 5 (right‑of‑entry/maintenance permit) by roll call; items 3–5 passed on the consent‑pull votes with recorded yes votes from the council.
What’s next: city will enter into the agreement with Union Pacific, front construction costs and seek reimbursement from Cargo Largo; the Nolan Road CID will reimburse permit fees and begin paying estimated maintenance obligations per the agreements.
