Council approves liquor‑by‑the‑drink license for nail salon despite neighborhood objections

The Independence City Council approved an application on Jan. 5 for a retail intoxicating liquor license by the drink for Bell Nail Lounge, a tenant relocating within the Hub Shopping Center.
Tom Scannell, the city’s community and economic development director, told council the salon is moving to a new tenant space and is seeking permission to provide alcoholic beverages for onsite consumption. Staff recommended approval but noted a church and residential uses lie within 300 feet of the proposed location.
Nearby resident Philip Dickey spoke in opposition, saying the additional alcohol sales would worsen neighborhood disorder near 23rd Street and the shopping center. “I would ask that the council not grant this approval of alcohol sales because there are several issues of security within my neighborhood,” Dickey said.
Council members questioned whether drinks would be carried out; Scannell confirmed the license authorizes onsite drink service only, not carryout. The applicant’s hours of operation were given as 10 a.m. to 7 p.m.
After the public hearing, the council took a motion to approve the application and adopted the measure by roll call vote: 5 in favor, 2 opposed. Council member Stewart and Mayor Roland voted no.
What’s next: The license was approved and the applicant may proceed under the conditions approved by council.
