Council advances and adopts a package of budget and capital ordinances; most measures pass unanimously

At its Nov. 3 meeting the council moved dozens of procurement and budget ordinances to second reading and adopted many items including equipment purchases, audio‑visual contracts, a virtual‑reality training system, and budget amendments. All recorded votes in the packet were unanimous.
The Lee’s Summit City Council used a large portion of its Nov. 3 meeting to advance and adopt a set of ordinance readings covering procurement, capital projects and budget amendments.
Highlights of measures moved or adopted at the meeting included:
- Bill 25‑208 (grant agreement for the Blue Shield grant program) — adopted unanimously. - Bill 25‑209 (purchase of an aerial lift truck for Public Works traffic division) — adopted unanimously. - Bill 25‑210 (water department service truck purchase) — adopted unanimously. - Bill 25‑211 (budget amendment number 12 for FY 2024/25) and Bill 25‑212 (budget amendment number 2 for FY 2025/26) — advanced and adopted unanimously. - Bill 25‑214 and 25‑215 (audio‑visual infrastructure for city conference rooms and the Joint Operations Center) — advanced and adopted. - Bill 25‑216 (real‑time crime center video wall) and Bill 25‑217 (virtual reality training system for public safety) — advanced and adopted; procurement totals were read into the record and approved. - Bill 25‑223 (tax credit purchase agreement for Green Street project) — advanced to second reading and adopted.
Councilmember Shields performed many of the ordinance readings and motions; staff provided brief project descriptions and budgets and confirmed funding sources where appropriate. Recorded votes on the items presented were unanimous on the night’s agenda.
What’s next: Adopted contracts will proceed to execution by the city manager, and staff will begin implementation and vendor coordination per the approved agreements.
