The Lee's Summit Public Works Committee voted to forward to the full City Council an ordinance approving a five‑year sole‑source extension with ITpipes Opco LLC to continue hosting and integrating the city’s sanitary sewer inspection video.
Lisa O'Dell, deputy director of Water Utilities, told the committee the vendor already holds the city's integrated video archive and mapping integration. "This platform allows that video that's collected on the trucks to be integrated into our system so that we can see it on a map," she said, describing search and back‑in‑time capabilities.
O'Dell described an optional AI scoring feature tested in a pilot: "The AI program compared to our staff and found defects that we had missed," she said, adding that the AI reduces labor by automatically evaluating and scoring footage. The AI option represents "on the order of, like, $70,000 of the cost," O'Dell said; she said staff will continue to review AI outputs rather than rely on it without human oversight.
Committee members asked whether staff would retain human review of AI findings; O'Dell replied, "Correct. Absolutely." Members also pressed on cost implications and long‑term value, and staff said the pilot helped clear a backlog of un‑scored video that would have been costly to complete manually.
A motion to recommend the ordinance passed and the committee forwarded the item to City Council; the roll call recorded Vice Chair Rader, Council member Carlisle and Council member Hodges voting aye.
The ordinance would authorize the city manager to execute the extension if Council approves. The committee packet materials and staff presentation describe the action as a sole‑source extension based on the vendor's existing integration work; the contract language and final dollar amount will be determined by Council action.
