Lee's Summit council adopts Alliant Insurance contract for employee-benefits brokerage

The Lee's Summit City Council unanimously adopted Bill 26-023 on Feb. 2, awarding RFP 2025-029 for employee-benefits brokerage and consulting services to Alliant Insurance Services, Inc., for an initial one-year term with up to four one-year renewals.
Alliant representative Rick Cauley told council the firm would provide education, monthly financial and claims reporting and help the city explore options across the spectrum from fully insured to self-funded plans with reinsurance "so there should be no surprises along the way." Cauley said moving toward a more open pharmacy architecture and other levers could produce prescription-drug savings and that the firm would fully disclose compensation and commissions to the city.
Council members said the recommendation grew from concerns about a $2 million year-over-year increase in the city's employee-benefits costs and the need to consider multi-year strategies for cost containment. The scope presented to the council includes analysis of existing coverage, identification of cost-saving strategies, quarterly reporting, and a possible pathway to self-funded arrangements. Council member Rader moved the item to second reading and later moved adoption; the final adoption passed 7-0.
Next steps: Alliant will work with staff and the finance and budget committee to develop a multi-year strategy, provide periodic stewardship reports showing fees and performance, and present quarterly updates on plan performance and renewal projections.
