Rules committee recommends procedure to fill Charter Review Commission vacancy, proposes appointing alternates

The Lee's Summit Rules Committee voted to recommend a resolution creating a process to fill an expected Charter Review Commission vacancy in April and to permit appointment of an alternate who may attend meetings and assume the seat automatically when the vacancy occurs.
City Attorney Brian Head told the committee the approach follows the city's existing nomination process: two council members from the relevant district would jointly nominate a replacement and the full council would make the appointment. The proposed resolution adds the option of appointing an alternate at the same time. "The alternate shall assume the duties of a full charter review commissioner upon the creation of the anticipated vacancy," Head said, and clarified that alternates can receive meeting materials and attend meetings but would not participate or vote until the seat becomes vacant.
Committee members asked that the alternate's qualifications be made explicit to ensure the appointee meets residency and charter requirements; Head agreed to add language to section 2 to confirm that appointees must meet applicable qualifications. Committee members expressed support for the approach to reduce loss of institutional knowledge when a seat becomes vacant mid-term.
A motion to recommend Resolution 26 (TBD) establishing the procedure passed unanimously in committee. The recommendation will be transmitted to the full City Council for consideration; Head said staff would provide the resolution language for council review prior to that meeting.
What happens next: staff will finalize the resolution language and the City Council is expected to consider the committee recommendation at a forthcoming meeting, likely on March 10.
