The Public Utility Advisory Board moved Nov. 20 to recommend that city council consider establishing an IPL citizen advisory council to provide community input on utility governance.
A board member presented draft language modeled on Springfield, proposing a citizen body of one to seven members, with a minimum of six meetings per year and flexibility for the committee to meet more often if desired. Board members discussed recruitment concerns, clarity about duties and the risk of larger boards being difficult to seat; one amendment accepted in the meeting clarified that the citizen council should meet at least six times annually.
The motion to pass the language as a recommendation to council passed by roll call. Staff said they will make the agreed change to the language and coordinate with Christina to forward the revised language to council for consideration. The recommendation is advisory; formal charter language and ballot timing will be decided by council and could shift depending on education needs and council direction.
Board members discussed logistics for educating the public about the new governance structure and indicated a possible future PUAB hearing to gather citizen feedback after the language is submitted.
