PUAB previews public forum on IPL governance; facilities shuffle, safe repayment schedule laid out

Interim city manager Lisa briefed the Public Utilities Advisory Board on potential charter changes that would affect Independence Power & Light’s governance and on a multi-step facilities relocation plan.
On governance, Lisa said council roundtable discussions narrowed key points: a quorum of the utility board would need to be registered city voters while additional members could be utility customers (allowing representation from large local businesses that are customers but not city residents). The proposed language would have the new utility board review and recommend on items similar to the PUB but leave final authority for economic-development incentives with city council. Lisa said attorney-drafted language still needs review by council and that the city plans a public forum and educational outreach before any ballot measure; the board agreed to begin governance Q&A at the start of the Feb. and March PUAB meetings and to host an evening public forum before final ballot language.
On facilities, Lisa described the 'Commons' relocation plan: customer service / utility billing must move to the Commons but the move is delayed while countertops and bulletproof-glass fits are corrected and the safe is inspected and scheduled to be transferred (six-week lead time for the safe mover). Court operations will close about two weeks during the courthouse move, targeted for mid-to-late March. Lisa said the building in question appraised at $5,000,000 and that the Police Department will repay IPL over 20 years from the marijuana sales tax fund at roughly $300,000 per year to cover the appraised value (plus some additional amount as described in the meeting). Staff said kiosks will be available at the Commons for customer payments but there will not be a drive-through.
Lisa also noted the advisory board of health requested an external evaluation of overlapping services between city and county health departments; public-health staff were tentatively slated to move into the former PD facility’s third floor to keep vital records close to related services.
Board members requested robust public notification for the governance forum; staff said the city will use its website and social media to publicize the events and that the anticipated ballot month is August.
