Lamar council adopts plans and cost estimate for Central Avenue extension

The Lamar City Council on Feb. 17 adopted Resolution 26-6 approving plans, specifications, the form of contract and an estimated cost of $1,506,251.50 for the Central Avenue Extension Project.

The project will extend utilities and pave approximately 1,250 feet south of 18th Street South. Council set a bid opening for 2 p.m. on March 11, 2026, and anticipates a project award on March 17, 2026. Substantial completion is scheduled for June 1, 2027, with final completion on July 2, 2027. City officials said the cost will be paid from water, wastewater, storm sewer and road‑use tax funds.

Mayor (Speaker 1) opened a public hearing on the plans and asked for comments; there were no formal comments about the project at the hearing. During general citizen comment, resident Jeff Lamb of 571 Happy Trails Drive raised a separate concern about a recurring water‑main break on Central Avenue, saying the main is “a little over 100 years old” and asking whether replacement is planned. City staff indicated the replacement is not yet scheduled.

The resolution was moved and seconded by council members and carried on a roll call vote; the mayor announced the motion carried.

Council also noted that development agreements for Dogwood Properties Inc. and the Lamar School District will be brought back to council for approval at a later date.

What happens next: bids are due March 11, the council is set to consider an award March 17, and staff will return to the council with related development agreements when ready.
