Council approves freight-rail improvement spending tied to IRAP and FHWA programs

Planning Director Dan McCarthy and staff presented freight-rail infrastructure work and associated grant authorizations to the council on Feb. 17, citing prior Industrial Rail Access Program (IRAP) work and a Section 130 Federal Highway Administration project routed through MassDOT. Staff described completed upgrades from a 2021 IRAP award and new work at the Glen and Beacon Street intersection to move tracks out of the roadbed, narrow vehicle lanes, add pedestrian markings, and create a runaround to improve safety and freight operations.
Elias (Lily) Reyes and city engineers described the current proposal’s benefits for industrial-park businesses that rely on rail service and noted prior private investments by local companies that have temporarily repaired rail elements. The council heard that the MassDOT/Section-130 funding request covered $1,649,561 for a defined corridor project and a separate IRAP request covering other freight-rail work. Presenters said the city’s match and program details had been coordinated with MassDOT and other partners.
After discussion of project scope, public-safety improvements and economic opportunity for local freight users (Whittemore, Muffin Town, and others), the council moved to approve item 4-81-25 (authorization to expend the listed grant funding). The motion was seconded and recorded as passed.
Next steps: The city will execute engineering and construction steps under the grant agreements; staff will coordinate with MassDOT and private freight owners to complete runaround alignment and pedestrian-safety improvements.
