Towamencin Township supervisors voted Jan. 6 to extend a conditional‑use approval for the Belfort Square development so it will expire in 2029 to match an existing land‑development approval. Developer Dave Carracusa told the board financing and market conditions have delayed the start of the project; he asked that the conditional‑use approval be extended to coincide with the land‑development approval rather than expire sooner.
Board members debated the appropriate length of the extension. Several supervisors and the solicitor said a six‑month to one‑year extension is commonly used to keep projects on the board’s radar while requiring periodic updates. The developer urged a longer term because he said current interest‑rate conditions were unlikely to improve within 3–6 months and that a 12–24 month market horizon was more realistic.
The board and applicant agreed on a compromise: the conditional‑use approval will be extended to match the land‑development approval through 2029 on the condition that the applicant report back in July with a status update. The applicant agreed to provide periodic updates, including the option to join by Zoom. A motion to grant the extension with the July check‑in was made, seconded and carried unanimously.
The board’s motion notes that extensions are typically granted with the understanding that the applicant will return for updates so the project remains on the board’s radar and accountable to the supervisors.
