Township approves conditional use, budgets and routine contracts; multiple items pass unanimously

Towamencin Township’s Board of Supervisors on Jan. 22 approved a series of routine and substantive items, voting unanimously on motions that covered land use, township finances, capital projects and public‑safety agreements.

The board approved a conditional use order permitting Detweiler Road Holding Company LLC to convert 6,500 square feet of an existing 130,500‑square‑foot office building at 2060 Detweiler Road into a senior daycare, subject to two conditions: installation of ADA parking adjacent to the proposed entry and strict conformance with testimony and exhibits presented at the hearing. The solicitor read the written memorialization of the same‑night decision before the board approved the order (motion by Supervisor Smith; second by Supervisor Snyder). The motion carried 5‑0.

Supervisors also approved the warrant list totaling $1,771,114.83. The warrant covered escrow closeouts ($29,964.49), payments on eight notes held by the Delaware Valley Regional Finance Authority ($50,911.18), non‑escrow legal expenses ($10,485.50), general engineering ($38,274.17), insurance premiums ($86,528.52), first payroll and pension contribution ($257,609.67 and $39,870), property and liability insurance premiums ($60,021.75), workers’ compensation ($29,939), winter maintenance and salt ($12,931.28), equipment repair, and a $1,017,448.75 payment to the township authority. The board approved the warrant list by voice vote 5‑0.

Other approved items included a $22,900 contract with Borowski Home Improvements to replace the pavilion roof at a township park; a $5,890 additional construction‑administration fee for the Grist Mill Park Improvements Phase 1 project; authorization to advertise the township’s 2025 repaving program (12 roads) with a budget of $875,000 from liquid fuel and general capital funds; and authorization to put a 2019 spill trailer up for sale after five years of non‑use.

The board also voted to approve a draft memorandum of understanding to allow a township detective to participate with the FBI cybercrime task force following a presentation on recent cybercrime investigations and the benefits of task‑force resources and training. The board voted to advertise two ordinances for public consideration: one to adopt the 2018 edition of the International Fire Code (to be considered for adoption Feb. 12) and one to prohibit truck brake retarders on a segment of Valley Forge Road. All motions noted above passed on voice votes recorded as unanimous where indicated.

By the meeting’s end, supervisors said follow‑up documents (agreements, draft ordinances and the cyber task‑force MOU) will return for final consideration or adoption at subsequent meetings.
