Oregon City board hears bond project updates, CBOC urges monthly scrutiny of reserve transfers

The board received detailed bond-program updates on Dec. 8, including a Community Bond Oversight Committee (CBOC) request for more frequent meetings and district staff reports on construction milestones.
Greg Sowell, CBOC chair, said the committee transferred $1,800,000 of interest income into the program reserve, bringing the reserve balance to roughly $21.5 million, and noted proposed reserve transfers such as a $3.8 million increased-scope estimate for Candy Lane. Sowell said CBOC members asked staff to explain how increased scope numbers were calculated and requested monthly CBOC meetings through March to review project-level budgets prior to anticipated March decisions.
District bond staff provided a program update and construction timeline. Staff said turf installation and scoreboard placements are underway at athletic fields, Pioneer Stadium work is focusing on subsurface conditions and ADA restrooms/concessions, and land-use submissions for three elementary schools are targeted for Dec. 19. A major campus project, described as a Natural Resources Center of Excellence just north of the high school, will include horticulture and wildland-fire program space; the district said Oregon State University Extension is contributing about $15,000,000 to occupy roughly one-third of that building.
Staff estimated bidding in spring and construction in summer 2026 to fit between athletic seasons. The board agreed to hold space on future agendas for monthly CBOC reports while projects are active; members also urged clearer, more granular budget presentations and additional community communication as designs and cost estimates evolve.
The board’s actions later in the meeting included routine consent approvals and personnel appointments; bond decisions were scheduled for future agenda dates as planning proceeds.
