Board approves field-turf change order; bond team flags Phase 2 elementary cost pressures

The school board voted to approve a change order for field work at Oregon City High School and received an update showing both progress and cost pressures on the district pos;s bond program.
David Hobbs reviewed field construction work and explained that stormwater retention and underground "R tank" installations are underway; he said turf remains the final installation step. Hobbs said crews have encountered large boulders in excavations — an unforeseen condition that may generate change orders — and that the project team is working through those issues with contractors.
The board then considered a recommended change order for Filter Field Turf USA Inc. to add a cement mixture to field surfaces to permit work during wet weather. Hobbs described the mixture as a 6% cement blend and said the cost was anticipated and included in the fields-and-grounds line of the bond ("we have a $12,000,000 budget for the fields and grounds across the district, and this falls within that budget").
Vice Chair Controlla moved the resolution (identified in the meeting as 2526-226); the board seconded and approved the measure by roll-call vote.
Hobbs also noted that CM/GC cost estimates for Phase 2 elementary schools are currently over budget; the design team has paused while value-engineering options are explored. He said the CTE high-school program is tracking on budget and that additional community design sessions and a bond work session are planned in late October and early December.
