La Paz County approves jail services contracts, right-of-way filings and lease corrections

Officials said the Federal Communications Commission caps allowable inmate-call charges at 21¢ per minute; the proposed revenue split described in the meeting was roughly 12¢ per minute to the provider and 9¢ per minute to the county, reflecting that the vendor supplies equipment and phone-management services.
Right-of-way filings: The board approved submitting an amendment request to the Bureau of Land Management to extend a right-of-way grant for North Hovatter Road (the request involves two BLM districts because the corridor crosses district boundaries). The board also approved submission of a right-of-way application to the Arizona State Land Department for Sorefinger Road (T3N, R12W, Sec. 19) at Copia Power’s request; Copia committed to prepare surveys and to cover application, appraisal and purchase costs (staff cited an estimate of $40,000–$45,000). The board’s approval required Copia to place funds in escrow sufficient to cover county costs before the county proceeds with purchase actions.
Lease/easement corrections: County staff described boundary and calculation errors discovered during surveys of Atlas 5 and Atlas 6 solar-project parcels. The board approved amendments correcting acreage and construction-lease payment credits, extended cure periods for certain defaults and updated easements for Atlas 5 and Atlas 6; staff said the credit correction affects lease calculations that will take effect for operational rent beginning Dec. 2026 and will require similar revisions across additional Atlas leases.
