• Ordinance 378 (Sign ordinance amendments): Approved. Planning commission recommended changes to allow personal message signs up to 5 sq. ft., temporary business transaction signs, and other technical edits.
• Mount Nittany Health minor land development and lot consolidation plan: Approved contingent upon satisfactory completion of outstanding planner and engineer comments described in memos dated 09/03/2025 and 09/17/2025; motion carried.
• Lingo South minor subdivision plan: Approved by a 4–1 vote; plan creates multiple lots of varied sizes and includes a 1.54‑acre dedication intended to provide future trail connectivity.
• Short‑term rental drafts: Board authorized staff to advertise three draft ordinances (licensing/regulation, zoning definition/permission, property maintenance amendments) for public hearings.
• Minutes and vouchers: Minutes of Sept. 8 were approved; vouchers totaling $286,744.59 were approved.
• Event approval: Board approved closure of Main Street and adjoining streets on Dec. 6 from 3:30 p.m. to 7 p.m. for the community tree lighting and authorized use of fire police for traffic control.
Where votes were recorded, the board used voice votes for many routine motions; some land‑use approvals included recorded tallies (for Lingo South the transcript notes a 4–1 outcome). Several approvals were contingent upon outstanding engineering and planning comments being resolved.
