Supervisors debate committee restructuring and oversight roles

During the meeting supervisors engaged in an extended discussion about committee structure, oversight and how certain standing and oversight committees should be organized going forward.

Multiple board members expressed strong concern about eliminating or reducing the Facilities Committee’s oversight role, arguing that periodic committee oversight provides institutional memory and safeguards if staff or a director changes. Supervisor comments emphasized the need for continuing oversight at least quarterly for facilities and human-resources matters, citing the administrative and fiscal responsibilities involved.

The township manager proposed a three-tier approach: standing committees (finance, planning/transportation, public safety), oversight committees (budgetary oversight for authorities and programs, with annual sunset requiring reauthorization), and ad hoc committees for time-limited tasks. The manager noted changing committee charge or membership often requires formal changes to articles of agreement and suggested oversight committees would sunset on Dec. 31 each year unless reauthorized.

Board discussion reflected divergent views: some members worried committees have become presentation-driven and not substantive; others argued committees provide critical checks on administration and should not be eliminated. No formal motion to change committee structure was recorded during the meeting; discussion was left for future committee reports and the general forum.
