Kendra Oshiro of the City & County of Honolulu Elderly Affairs Division presented the Kupuna Care program at the Feb. 4 Kuleo o Kalani Iki Neighborhood Board meeting, explaining how older residents can access supportive services.
Oshiro said the program operates a Kupuna helpline (808‑768‑7700) that serves as a first‑contact resource for residents seeking services or referrals. The division contracts with community providers and uses a mix of state, federal and county funding to subsidize supplemental services — not full 24‑hour care — such as home‑delivered meals (Meals on Wheels), transportation, household cleaning, personal care support and attendant care. Eligibility is generally aimed at residents aged 60 and older and is determined through an assessment of level of care and socioeconomic need.
Oshiro emphasized the program’s priority is to help kupuna age in place and that services may be provided at no cost when a person qualifies under the program’s funding rules. She encouraged residents to call the helpline to discuss individual circumstances and assessment requirements.
