Berman explained terminology used in the state report (current ELs, monitored students, former ELs, Ever ELs) and said Oregon’s EL population grew in 2023‑24 even as overall statewide enrollment fell. She told the board Estacada saw a notable increase in recent arrivals that year and credited staff for quickly expanding supports that helped many students reach proficiency on the ELPA exam in one to two years.
Local outcomes: Berman said Estacada’s current EL attendance rates exceeded statewide averages in multiple grade bands (K‑5 and 9‑12 in her slides) and that eight Estacada graduates earned the biliteracy seal in 2023‑24 — the highest single‑year total since the program began at the district. She cautioned that some percent changes reflect very small cohort sizes at the senior level.
Board follow‑up: Trustees asked for district‑specific counts and percentages (number of EL students and percentage of district enrollment). Berman said she did not have the local percentage on hand during the presentation but offered to provide that data to the board.
What’s next: The district will incorporate the Title III findings into federal funding reporting and use the data to refine attendance and instructional supports for EL students.
