The Conejo Open Space Conservation Agency board on Jan. 24 elected Vice Chair Newman as its 2026 chair, named Director Sullivan vice chair and reappointed Brian Stark as board secretary, the board announced at its first meeting of the year.
The leadership nominations were uncontested. Director Doug (surname not specified in the record) nominated Newman for chair; Newman accepted “with humility and much appreciation,” the transcript records. The board closed nominations, took a roll‑call vote and recorded the result as “motion carries 5–0.” The same process produced Sullivan’s elevation to vice chair and Stark’s continuing role as secretary.
The board noted that Newman participated remotely under Government Code section 54943(c). The remote participation was confirmed as compliant with the code’s requirements when Newman stated there was no adult present in the remote room.
The leadership changes are procedural and carry no change to the agency’s policy direction. The board’s next scheduled special meeting is April 8.
The meeting agenda, roll calls and vote outcomes were recorded in the official minutes.
