Committee moves to 'work' bill allowing national fingerprint checks for APRNs, CRNAs

The Committee on House Health and Human Services voted to 'work' House Bill 2478 after hearing from the Kansas State Board of Nursing. The bill would amend 74 KSA 74‑1112(d) to add advanced practice registered nurses and registered nurse anesthetists to the list of applicants subject to fingerprinting and state and national criminal history checks when applying for a board license.
Carol Moreland, executive director of the Kansas State Board of Nursing, said the FBI recommended moving fingerprinting authority into statute so the Board could run national checks for APRNs and nurse anesthetists. Moreland said the Board already performs fingerprinting in regulation for APRNs but cannot run national checks under current authority; placing the authority in statute would also shorten licensing turnaround because the Board would receive results faster. She said applicants already pay a $57 fee and there is no fiscal impact to applicants beyond existing costs.
During questions, members asked about the relationship to nurse licensure compacts and whether national FBI checks are permitted; Moreland said the nurse licensure compact uses FBI checks and the Board worked with the Kansas Bureau of Investigation on this change. After brief discussion, Chairman Carpenter moved to work the bill; Representative Bergquist seconded the motion. The voice vote was recorded as in favor and the motion passed.
The committee then adjourned.
