Board tables decision on Ridgeview–Cascades track collective pending liability and coaching details

The Redmond School District board tabled consideration of an OSAA collective agreement between Ridgeview High School and Cascades Academy for the 2026 track season after questions from multiple board members about liability, precedent and benefits to district students.

District staff said the collective would allow Cascades Academy — reported in the presentation as bringing roughly 10–12 track athletes — to practice at Ridgeview facilities while continuing to compete under the Cascades name. The presenter said the arrangement "allows him to be, both roles really at at 1 time" during practice, meaning a coach could interact with athletes from both schools in the same practice session while Cascades would provide its own coaches for meets.

Board members raised two consistent concerns: whether Redmond students would be disadvantaged by allowing a private, out‑of‑district school to use facilities during prime practice times; and who would carry liability and insurance if visiting athletes are injured. The presenter suggested Cascades could provide insurance in the same way outside groups do when they rent district facilities and offered to consult OSAA for precedent.

A motion to table the request and have staff return with answers about liability arrangements, OSAA rules, and fee or hybrid options was moved and seconded; the motion carried. District staff will follow up with OSAA guidance, insurance details, and options for charging a fee or structuring a hybrid model before the next board meeting so the board can make a timely decision before the March 2 practice start date if it chooses.
