Ed Hughes said PSDC plans to submit a text amendment to the ELO Overlay district to permit market‑rate, non‑age‑restricted apartments behind pad sites along 40 Foot Road and will file conditional use applications for the frontage pad sites and signage by the end of the month.
Attorney Matt McHugh said the revised Main Street overlay ordinance focuses on office‑park redevelopment as multifamily residential while retaining the pre‑COVID Main Street zoning for the commercial corridor. The project team said they have reduced the maximum building height to 50 feet and resubmitted a revised ordinance for planning commission review. Concept density presented was about 250 units (speakers referenced 254) with the consultants noting the zoning could allow higher density under some scenarios (up to roughly 400 units in conceptual density calculations). PSDC representatives said they hope to reschedule a planning commission formal presentation and seek a recommendation to bring the ordinance to the board for consideration.
Board members asked clarifying questions about the location of residential parcels relative to pad sites, the vacant SKF building and supermarket pad‑site status; consultant John Alonakau said pad‑site plans will be resubmitted to the township early next week and that the team could not yet provide tenant information for the shopping center.
