Tony Fruchtel of Pantera Engineering, the civil engineer for both projects, said the submitted phasing schedules fulfill plan requirements and are intended as placeholders while developers prepare revised schedules and specific plan submissions.
Fruchtel told the board that developers expect to move forward following recent discussions with township staff and that more detailed plan‑submission and build‑out timelines will be available soon. When asked about timing, he said plan submission deadlines (for example one submission deadline listed as 12/31/2029 for a phase) typically precede construction by roughly a year to 18 months after final plan approval.
The board approved consent items (A–C) and later moved select consent items off the consent agenda to discuss phasing and member requests for undeveloped land. Supervisors asked staff to return with clearer expectations on when infrastructure and housing would be under construction and noted that preliminary approvals sometimes allow early site work.
