Township moves draft home-based business rules to regional planning commission for review

Harris Township supervisors agreed June 10 to move a draft zoning amendment on home-based businesses to the Center Region Planning Commission for review, with staff asked to clarify a customer definition.
The draft creates two categories: 'no-impact' home businesses that produce no observable change on the property and 'low-impact' businesses that may have limited customer visits or an occasional outside employee. The low-impact rules would limit on-site customer visits to appointment-only and add parking requirements (two additional spaces beyond the dwelling's baseline). The draft also sets floor-area caps and a minimum lot size.
Board members asked whether 'one client' means one individual or could include multiple people (for example a married couple signing tax returns) and flagged tight parking situations on small lots. Staff agreed to add a definition of 'customer' and clarify the parking language before sending the draft to CRPC.
A motion to forward the draft with the requested clarification passed by voice vote; staff will schedule the CRPC review and a subsequent public hearing if warranted.
