Indian Head Park board adopts parks, memorial and meeting‑rule policies and sets hearing for business district

At its Aug. 14 meeting the Indian Head Park Board adopted several policy items and scheduled a public hearing on a proposed Business Development District.

Resolutions approved by roll call included a parks and facilities use policy to standardize event requests (including a default no‑alcohol policy unless a liquor license is approved by the board), and a memorial trees and benches policy establishing a single standardized bench and plaque type, an application process and village responsibility for installation and upkeep. Trustees also adopted board meeting rules—amended during the meeting—to clarify recognition by the chair, a three‑minute public comment limit and other decorum measures while noting the chair retains discretion to manage non‑germane comments.

Separately, the board set a public hearing for Sept. 11 on an ordinance to establish a Triangle Area Business Development District (a local sales‑tax district). Staff explained the timeline for two required public notices (30 days and 15 days before the hearing) so, if approved and sent to the Illinois Department of Revenue by Oct. 1, collections could begin Jan. 1.

All policy votes were approved by roll call. Trustees discussed outreach to affected business owners in the proposed district and tasked committee members to coordinate direct outreach prior to the hearing.

What’s next: Staff will publish the adopted policies on the village website, promote them on social media, and proceed with the statutorily required notices for the business district hearing.
