Trustees on the Indian Head Park Board spent a significant portion of their Aug. 14 meeting debating the length and format of meeting minutes and whether to rely on artificial intelligence tools to produce them.
Trustee Ek and others argued for shorter, summary-style minutes that list decisions and key actions, saying current minutes had become verbatim and lengthy. Clerk Andres explained the office’s existing workflow: he pulls YouTube’s autogenerated transcript, runs it through a language model to clean and format the text, then reviews and edits the result for accuracy before publishing. Andres said that process typically takes about twice the meeting length but represents a time savings compared with fully manual minutes.
Village counsel reminded the board that the Illinois Open Meetings Act requires a written record that includes date, time and a summary of discussions and that a verbatim record is required only for closed sessions. Counsel said the board may choose how detailed to make the minutes as a policy choice. Trustees also raised concerns about AI reliability and hallucinations; the clerk acknowledged the risk and offered to provide a demonstration or training to trustees so they can see the workflow and how the output is reviewed.
The board decided to continue its current practice but agreed to provide trustees with training on the LLM-assisted process and to revisit the policy if needed.
What’s next: Clerk Andres offered to demonstrate the transcript-to-summary workflow and provide trustees access to review procedures; counsel will advise on any legal constraints if the board seeks to change the minutes’ format.
